Why not telephone Amtrak and actually ask them? Surely you'll be able to get an accurate up-to-the-minute answer?

I have been on Amtrak's long-distance trains. First of all, if you have reserved a private compartment, there is an outlet. If you are riding coach, there are outlets in the lounge car. Also, most of the coach cars have had outlets installed on each row. But no, I haven't ridden the Silver Star or Silver Meteor lately so can't verify that based on my own observation. In the worse case, if you should get a seat without an outlet (doubtful, but possible), simply walk to the lounge car, grab a seat, and recharge there.
