Android phones are great if you like to customise your phone. I have personally never used a windows phone as the lack of apps is staggering. This has changed in the past few months, but I would still not consider windows phone because there isn't going to be a big developer community to make apps for the OS. As for battery life, it depends on the persons usage and can be subjective. I would recommend an Android phone.

You will get more as a power user from your Android device. However, if you are a beginner or are not interested in bells and whistles, and you are only going to stick with the top 5 apps, available on both OS platforms, I would go for a cheap Windows phone instead of a cheap Android. You will be able to afford a major brand that has decent specs for the same price of a no-name cheap Android with ultra-low specs. Having said that, my preferred operating system is Android and I am a power user, so I'm on the Galaxy Note 3. Arguably the highest spec'd phone offered by any OEM at this time.

Android!!! A windows phone is too similar to an iPhone having to pay for music and not being able to set your favorite song for your text message ringtone.

Windows and Android both OS are loved by different users. For Internet you can go for Windows Phone and for apps and games you can go for Android Phone.

Windows is a good concept.. But Android is real world usable. It's a terrific os with limitless potential. I would go pure Android (Nexus).. Moto X is nearly pure Android with a couple added features.
