Speed limits on roads have reduced somewhat the accidents and their consequences, but less than expected. They are used mostly as a means of collecting easy money from those who exceed the limits. === Actually, it's a given that lower speeds have increased accidents. Don't get me wrong, there are still accidents with 65 MPH speed limits, but I promise you the cause wasn't 65 MPH, but faulty driving technique (not looking before moving over a lane, etc).

Do you mean that people would prefer to use the faster of the two? No way, what is required is a change of mentality and huge investments into the modern and efficient railroad network. Besides, trains are capable of much higher speeds in all safety, so the margins there are rather high and unexplored in most countries except Japan and France. Speed limits on roads have reduced somewhat the accidents and their consequences, but less than expected. They are used mostly as a means of collecting easy money from those who exceed the limits.
