The only reason a country would want to colonize is if it lacks natural resources and can use the resources of its colonies.

1. Export of capital 2. Not necessary to colonise if they can just trade 3. Ethical objections to using force and subjugating people

well usually countries are colonized if they have valuable resources that are in shortage in the colonizer,so if the country has no resources its not worth not worth it, as okiknowit mentioned its a really expensive process.

Few nations find themselves in a position to colonize a country now. Colonization is costly in both lives and money, so unless you are willing to just steal a country blind and milk it for all its got, it just isn't worth making a lifetime commitment to building a foreign colony.
