I think the reason they do 90's is because they have a greater chance of someone from the 90's watching the shoes, vs. someone from the 80's. People who might have watched shows in the 80's were probably still young enough to watch shows in the 90's as well. Nick might as well show TV shows that are more recent. Some of the older kids might even remember them playing.

Because more children were exposed to Nick in the 90s. Cable was much more wide spread and parents had wised up to restricting their children's viewing by that time, while still not cutting the amount of television they watched.
