Electric motors produce high torque at low speed which is what's needed on a locomotive or CAT truck. It's more efficient to use an IC engine to drive a generator rather than the wheels.

In Automobiles the engine can drive the rear wheels without any problem. Where there is difficulty in connecting engine power directly to the wheels there the traction power is used. One Diesel engine is located in the cabin and drives an alternator. Alternator supplies the power to the different motors situated in the system. If you just take a locomotive all the engine wheels need to be driven by the engine. Here so many transmission gear boxes and mechanical linkages drives are required to rotate the axles. Hence to reduce the mechanical parts electrical power is used and distributed.
