The simplest way can never be stopped. Having a sober person or kid use the breathalyzer. I rather like the idea of personal responsibility. Drive drunk? Get caught and lose far more than any drinking bout is worth.

Because this makes life a pain for the 97%+ of people who are not chronic drunk drivers. They tried this sort of stuff in the 70s with cars that would not start until the seat belts were fastened. The public hated it so bad they had to withdraw this requirement after a year. If they really wanted to nail drunk drivers, the police would have a stop check at the exit of bar and pub parking lots. But this is seen as bad for business at bars and pubs.
