As has been explained, the YouTube settings can be varied, but I agree with Insane that your internet speed has a lot to do with it. Also your computer's video card could be shared architecture, especially on a laptop. That cuts down on the amount of memory used to smooth video. One thing I recently ran into when I had to restore my computer after a boot-drive failure. I lost all of my settings on the internet and have had to do everything all over again. It could be that you need to install the most recent version (free) of Adobe Flash Player.

I think youtube has been compressing non-HD videos way more now so quality goes down. Nowdays, anything should play video well so chances are it is internet or quality. You can also try setting the Advance setting of computer to maximize speed and virtual memory to 1gb minimum and 10gb max

change the resolution on the video. on youtube there is a gear icon under the video, click on it and change the quality. it will also depend on your internet speed as to if you can play them smoothly without buffering. since Youtube sets it to Auto, if your internet speed is slow the resolution will go down and wont look as sharp/clear.
