Yes but the Earth takes thousands and thousands of years to continue that cycle. We're using fossil fuels too quick for our World to keep up with. Soon enough, us as humans will be left without it.

I hope you're a very young child asking this question. Making fossil fuels takes time- hundreds of thousands of years and more. It takes just the right conditions to gather that carbon and just the right conditions to make that carbon into fossil fuels and just the right conditions to trap that fossil fuel from escaping to the environment where it would just turn back into carbon dioxide. When the planet runs out of oil, there might never in the next 5 billion years be as much made again as there was 50 million or so years ago. The earths core is cooling down and there aren't so many tectonic events as there were before to cover up dead algae and turn them into oil and gas.
