They're weevils and are common in grains. The eggs do not always get removed during processing. You regularly eat them without knowing. Bugs love oats and so do worms if there is enough moisture in the container. There is so much bacteria on those boxes cause they need to be safe to eat out of unlike soap powder boxes. Most people do not eat their oatmeal right away and the box is stored for months and in many cases years. So it is normal for for organisms to start growing and breeding in the box. They are already there when you purchase the cereal you just cannot see them. This s true for all foods...There is an incubation period for food born bacteria to grow and then bugs bugs bugs...Eat up and enjoy the crunch:)) They won't kill you...

Must be where you live. Maybe your house is too humid or too warm? Check your cupboards to see if there are any areas where the bugs can come in. For now, the best thing is to throw away the oatmeal you have left, buy a new one and place the bag in a sealable plastic container like these:
