The better question is, why not. Many "secret" menu items were special promotions which many restaurants kept serving well after the promotions were over. A friend of mine completed McDonald's management train course then quite, but had learned all the secret menu items long before these items went viral on the web.

Secret maybe but more like creativity. If they have all the ingredients and some enterprising person be that customer, chef, barrista, or server creates something and even takes steps to name it well now you have a secret menu item. Secret as in it's not printed on a menu.

It is a very creative and effective way to attract more curious customers to explore the surprsing and delitful moment of life. And the secret menus do work !
