It takes a bit of flow to make the meter spin. If it was just a drip, drip, drip then there wouldn't be enough flow to make the meter spin. However you would still use the water and over time your water bill would be higher than it would without the faucet leak.

When you look at the meter is there a small red needle? That is a flow indicator, it should move with the slightest flow.
