Water does Constantly release heat into the air, for ocean water it may feel warmer at night, and colder during the day, but that is simply because the average temperature drops during the night , while water can only release a specific max amount of heat at a time, making it warmer than the average temperature at night, and same principle applies during the day, water can only take in so much heat at a time as well.
