Sites with less than 1000 pages can probably do OK with no site map, providing that you have links from a few other indexed sites to provide the search spiders a path to discover your site, robots.txt files are an alternative way to exclude certain pages from being indexed, which is typically your choice, certain housekeeping pages may be best off not being indexed, those targeting local search ranking should make their contact us page displaying the business address, accessible to search spiders.

Yes every pages of your site should be in XML site map including categories and tag pages. It will be helpful full in site indexing in search engine. You can exclude misc. pages form XML site map Like (terms and condition, Privacy and policy)
