The first 2 answers are correct if you have the 2.5 I guess they don't know that before 91 the Wrangler used the 4.2 I6 with a carb and mechanical fuel pump that runs off the camshaft. If it's the 2.5 4cyl the pump in the gas tank and you will have to remove the gas tank to replace the fuel pump. If you have the 4.2 I6 you can remove the gas tank if you want but you wont find a fuel pump in it because the fuel pump is bolted to the side of the engine in front of the distributor, to change it you just have to unhook the fuel lines and remove the 2 bolts holding it on the engine then remove the old pump and install the new one with a new gasket. When installing the new one make sure the arm is angled up as you put it in the block because it runs on top of the camshaft and if you put the arm under the camshaft the first time you start it it will break the arm.

It's in the gas tank. Typically you drain the tank and release the straps to remove it from the vehicle. There is a round panel on top of the tank, the fuel pump is under that. Have you replaced the fuel filter? It's attached to a frame rail under the car. A clogged fuel filter will also keep fuel from getting to the engine.
