Start with tearing bikes first and rebuilding them and it will all sort of make sense in 5-10 years.

Buy a running/driving bike in rough shape. Buy a shop manual and tear the bike down to every last nut an bolt. Clean everything, inspect/rebuild the motor/transmission, repaint it, replace the cables/rubber/seals/gaskets.
From there, build a chopper out of an old beater.
Buying a chopper kit for $10,000 with no previous building experience is a horrible idea.

Go to a salvage yard and buy something. Get a service manual and make it work. Other than that google schools.
