July 25th 1814 by George Stephenson - inventor of the first steam locomotive engine for railroads.

Several were built around 1820 but the most famous and effective was Stephenson's 'Rocket' in 1829.

many have given correct answer but been thumbed down.? . the question was not when did first train with carriages or freight get pulled but when was it built. As such Stephensons 'rocket' is established as the worlds first fully workable steam engine.
