Only if they don't say that they merely think it and don't actually know it. If you portray an unsubstantiated opinion as fact, then that's a lie.

usually that's an opinion, it could be truth and it could be a lie but watch out for those who think before they speak a lot of the time the things they say are incorrect.. but not always.
