Well if you are required to pay for whatever it is in order for it to be dispatched then yes, your purchase will be denied.

Yes. The way debit cards work is that there is an online check with your bank that you have enough money to cover it. If you don't, the purchase will be declined. That way, borrowing on your bank account is prevented.

Your order won't be processed. Think about it though: if you want to make a purchase for something you have no funds available for using a debit card and the bank covered it, your account would be in the red and you'd owe your bank an unnecessary overdraft fee. Is the purchase really worth the extra charge?
