Not too quick and not too slow. Too quick - you may scare other drivers; if there was something in the lane next to you that you didn't see (eg. motorbike) then it gives him less time to respond. Too slow - you block two lanes for too long and that can be annoying for other drivers. Probably in the range of 5 seconds for a lane change.

Slow-something could come out of nowhere and slow gives you more time to react.

In the training for my commercial drivers license, was taught about ten seconds if the road wasn't too crowded. Check ALL your mirrors, turn on signal, check merging mirrors AGAIN, then start the move. Leave the signal on until the vehicle is entirely in the new lane.
