THe department of labor has proposed a rule for the change. It has to go through a comment period and hearings. It should take effect sometime in 2016. Apparently there is no definite date because they have to figure out how to implement and enforce it and give employers time to adjust. The last similar change took 13 months. So probably the start of the next fiscal year, July 1.

there is no such law. it's something he wants to add to government contracts and thus it'll only apply to work on those contracts and only new ones at that anything further will land him in court about it -- arbitrary change to existing contracts calls for more money or else it's a "taking" and prohibited by the Constitution
