If you don't "meet" the deductible with your expenses, the insurance won't pay anything. If you have a $2000 deductible, you have to pay $2000 out of your pocket before the insurance pays anything. Read your policy or call your agent/broker.

It pays the amount ABOVE the deductible, minus your coinsurance percentage.
