First you need to know all of the licensing needed for the personnel who will be working there, and housing/safety requirements of operating a daycare business in your state. Your local library may have this information.

Tough to do. Here is why... Yes, as others have said, check with local laws on child day care. In most cases you are going to find variety of strict requirements like (for example): Typical county and state business licenses and fed ID number, perhaps a child care facility license, a child to care given ratio (number of employees), building code requirements... structure can be used for commercial purpose(?), inspection by the fire department, and if this is your home sometimes you will need things like a separate entrance, kitchen and bathroom (the kitchen may have to be inspected by the health department and given a grade). The children cannot be exposed to pets (pets fenced in separate from the property), etc.. A biggie that you may, or may not, be facing are business impact fees... A gantlet of startup cost, forms and general hoop jumping... You see, other day care owners (and just businesses in general) don't want you to start a small business on the cheap and cut into their profits, so over time, sometimes ridiculous rules are added (initiated by existing business owners) to keep small business start-ups out! It's like that for any type of business (unfortunately).
