It seems to me like it is a power supply problem, like it can't provide power to all the devices. You could try replacing the power supply and see if that helps then make sure all the parts are hooked up and don't have a wire partially hanging out. It sounds like the other parts of the computer work fine but the hard drive COULD be a problem. That is the next thing to inspect after the power supply. If the computer won't boot up you may need a windows repair disk or install disk to do a complete operating system re install or repair. It is tough to really say without looking at the computer

The startup repair function is automatic when an improper shutdown occurs and some of the Windows files get messed up. You should let the repair run for at least an hour, preferably longer. As long as the hard drive light is flickering then it is still working. it is tough to say for certain with the other pieces. I would start by thoroughly cleaning out the computer of all dust and such, particularly the power supply. Use canned air to blow all dust out it. You should probably do this outside or in the garage. Make certain that there aren't any loose connections - that all cables are connected snugly. It does sound like there could be a hardware issue - either a failing component of the motherboard or the power supply, but there is no way to tell from here. Next, update the BIOS of the motherboard with the latest version along with any other firmware for any other devices in your machine.
