I think you could find good info at the website I linked below. I am sure The Quincy is pricey but the surrounding places might be what you are looking for and in a good area.

The challenge you will have is with the drinks because that can make a huge difference in price. If no one was drinking for $200 you could probably pay for four people to eat at 1789 which is a nice jacket required restaurant. The problem is a lot of the nicer places charge $12+ a drink so you can easily spend $200 on four people in drinks if everyone drinks a lot. A good source for finding out what the good restaurants are and prices is the Washingtonian. They have a few inexpensive restaurants that made the top 100 list where you should be able to eat and drink for under $50 per person. If you like Italian food you may want to look in to maggionos because with 4 people you can do family style dining, but you will need to limit your drinks to 1-2 per person to keep under $200
