Get an owner's manual. Yamaha likely has them for free as .pdf, check their website. Get a Service Manual (see link below, or search Google by your model #). Failing that, look for a Chilton/Haynes repair manual (if they make them for scooters). Familiarize yourself with the basic tuneup/maintenance section, then start going over your new project. Does the engine (see FSM/repair manual) spin freely? If not, the engine may be seized and useless. Find a Yamaha and/or scooter forum and start browsing articles to see how other folks have rebuilt/repaired their scooters. And if you can get it running, you will probably need a motorcycle certification to operate it on roads. A 125cc engine is enough to get you up over 30mph (the general cutoff between mopeds vs. motorcycles in my state of Oregon).
