Are you talking about the fuel level sending unit? If so, then yes the pump should still work without that functioning. The only thing that will be affected by this is the gauge.

If the fuel gauge sending unit is bad it does not effect the fuel pump operation unless you have a bad ground or bad wiring that effects them both.
