Just GUESSING here, but if it's old it may be a farming implement used for sampling something like wheat down below the surface. My guess is that you slide the large moveable part down and seal the cup on the bottom, push it down into wheat or corn or rice or some other grain, then lift up on the small triangular piece just beneath the ring at the top, opening the cup to take a sample from somewhere below the surface where you otherwise can not see. You pull the whole thing up out of the grain then empty its contents onto a table or other device for inspection. But this is just a guess. I'm old, but not THAT old. Take it to one of those antique appraisers and see if they know something more about it. Maybe even tell you it's worth six million dollars (or not). Hope this helps. Happy Holidays. '')
