In the U.S. there is the National Archives which contains the records of military personnel going back to the American Revolution. Towns and cities have pictures of some American Civil War veterans, and each subsequent war, but not their records. For the records one has to go to the National Archives.

An archive 'An' is a singular, indefinite article. You would say "Is there an archive in this town?" For plural you would say "Are there archives in this town?"
