I've never seen a minimum temperature specification for tensioning, probably because tendon elongation due to tensioning force is much greater than tendon shrinkage due to temperature change. Temperature is a factor when grouting tendons after tensioning, as the grout will not properly mix or cure if the temperature is too cold.
