Hmmmm.... Never heard that one before. Are you sure it's not "Nothing is new under the sun"? Nothing is new under the sun is a religious saying which demonstrates that god is infallible, and responsible for creating everything and every event in the past present and future, and there is nothing that god doesn't know or see. However "none is none under the sun" is not an expression I've heard before and I am unsure of its origin and meaning.

None under the sun means that there is none anywhere. Of course there may be some out of the reach of our sun, but lets not go into astrological details here. Under the sun is all of our earth, if there is none under the sun it means there is none on earth, although there may be some on other planets...

Well, no I havn't heard that expression; but would take it to mean this: when you take things into the light such that everything true becomes obvious, then things without real substance such as false promises still amount to nothing.
