It depends on the student and school. Everyone learns at different pace, especially math. Usually between 7-9 grade would be teaching pre-algebra. My son has some algebra in his 7th grade math this year and will have more next year. Not all curriculum introduces math concepts at the same time as others, so partly it depends what the school is using. Some schools require students to score above a certain grade to take pre-algebra in 7th or 8th grade instead of general math. Other schools have everyone take it in the same year. So there really isn't one ideal grade for pre-algebra.
