Naruto Shippuuden is the continuation of the animated manga. It takes time after Naruto finished his 2 years training with Jiraiya. It consists of lots of episodes (serials). Road to Ninja is a 2012 Japanese anime film, the ninth overall Naruto film and sixth Naruto Shippuuden film. It only consists of one single episode, it's a movie after all. Saying that the movie doesn't have any connection with Naruto Shippuuden, well... it's not exactly like that. It's not canon, meaning the story itself doesn't written in the manga. But the timeline takes in the middle of Naruto Shippuuden series, right before the uproar of the war coming. You can imagine it as a filler. You can consider filler still the part of Naruto Shippuuden even though they weren't written in the manga. And so does Road to Ninja. Doesn't have connection with Naruto Shippuuden can be interpreted that it's a Alternative Universe story, which is not. Naruto and Sakura meet other characters from different universe, yes. But doesn't mean that the story doesn't have any connection with the main series. If you read the manga, Madara's current plot really resembles the evil plan in Road to Ninja. Confusing, huh? But I wish it can help.
