Get an assembled one instead of branded one. You will get good configuration in a limited budget.

Do they still make emachines? Those were always the cheapest on the market, and you got exactly what you paid for - junk. Often the best place to look for a PC is going to be a locally run "mom and pop" store. Not one of the chain stores that sell brand name PCs, but a local shop with a couple of nerds/geeks that will build the PC for you. They can always beat (or at least match) the prices for the brand names, because they do not have to support a factory, pay shipping, etc. Not knowing where you live, it is impossible to suggest a local store for you. But often they are your best bet. Most of the time you can go online, find a unit you like, print out the specs and price, and take it to the local store. They will usually match the specs and price for you, and often beat it by offering you either a lower price or better specs for the same price.

The cheapest brand you can find are probably some unpopular Chinese brands. But there are some cheaper popular brands out there such as Toshiba. But keep in mind that cheapest is probably the lowest quality and slowest. Never go for the cheapest ones.

Cheap is not good in the computer world. You get what you pay for. That said Dell and Gateway.
