Surround yourself with people who speak the language, and eventually you'll catch on. :) or at least that's what i do in spanish :D

Live in the Philippines... live with the people that speaks tagalog, if you'll speak with them try to speak tagalog, if you don't know words, ask them don't just translate in english also read tagalog dictionary, a novel with using filipino language or watch Filipino shows/dramas.

I've now lived in Philippines for 8 years, and still haven't figured it out. For partial help, look up www.byki.com and Before You Know It, you'll speak a few words of Tagalog.

The best way to learn Tagalog is to go to the Philippines and talk to the people. Any other way is a wast of time. Kamusta Ka Na.
