I take it you mean a P0016 code. It means the Crank position signal and Cam position signals are out of sync. One of those sensors or the cables going to them is going bad. They go bad a lot in those old Neons so most people just replace both. The connectors for the sensors also go bad a lot and should be checked. It has absolutely nothing to do with cats or O2 sensors. It's an ignition code.

It is telling you an oxygen sensor needs replacement. There is one in front and one behind each catalytic converter. An auto parts store can tell you which one it is and sell you the part. If you have dual exhaust you may as well do both sides while you are underneath.
