It depends where you live, but if you live in New York, definitely go to the Olive Tree. Google it. You won't regret it.

Make sure it isn't one of those places where they allow customers to wear birthday suits. Just about any large-building restaurant will have a separate large "room" they can close off so that regular customers know to stay out if they aren't part of the party. You have to make reservations well in advance so other groups won't already have the room scheduled for themselves. A deposit might be required. It is common for these restaurants to host luncheons for groups, where businessmen get together, and also retired people, for political discussions. There is one McDonalds in Austin that expanded the building and created a room just for the play equipment and parties for children. All the other McDonalds I have seen had gotten rid of their play equipment, if they ever had any.

Since you don't mention where you live nor how much you want to spend, it's impossible to give much in the way of suggestions. TGI Friday's is a good bet since they're pretty much everywhere and not too expensive.
