although you might mean "a slave working at the base", it is far more likely that the word base is being used to mean low (in status). A base slave is about the lowest social position there can be in most societies. Only a step above an animal (perhaps not even above an animal) in the way the person would be looked at by others. not a well-treated and well respected slave, which perhaps a household slave would be. Simply a base slave used for manual labor and not much else, and definitely not treated as anyone of any importance. hardly human at all in the way the slave is treated.
