Not sure, I live in the south, but I'm a Conservative. So, I've never even heard that saying before.

Since the South and southwest have moved to the vanguard of US states, the idea of "old" southern no longer makes much sense. Anyway, the south is still very much averse to wife beating. Try California or "old western" where all backward ways are most likely to remain in vogue.
