It means they want to reduce the size of the government to the point that it no longer functions so they can say. See, we told you big government doesn't work and then blame it on Obama.

It means they spend as much public money as they can on defense and unnecessary wars. Not incidentally, greatly enriching members of their own party in the process of course And in the process, greatly reducing the amount of public money available for addressing domestic concerns It's a policy they've been pursuing for decades, and it has contributed mightily to the deficit, and to the general poverty of the nation The "beast" they're referring to, despite what they say, is not the government in general. They are more than happy to spend absolutely huge amounts on government, and they love nothing better than to expand police powers, build prisons, reduce individual freedom, and generally create as repressive a police state as possible, no matter how expensive. As long as it is used to repress someone other than themselves.
