Depends on the country; but in general, a constitution's job is to outline the structure and procedures of a government, and to define which powers and natural rights the people will cede to the government because it would be impractical and impossible to carry out on their own (e.g.; the building and maintaining of a standing army for defense, the building of roads, etc.)

It essentially does 3 things: 1. It sets up a system of government. It defines what each branch of gov't does and how they are to operate.. 2. It defines the powers that each branch of government has. 3. It clearly states what the government cannot do, thereby limiting it's powers to only what is actually given to it elsewhere in the Constitution.
