I would use the 30% to buy important and things that i want, then invest the remaining to start up a business or just to invest it to firms.

Put most of it in safe investments, stay out of the stock markets. Create a blind trust.

It depends on how they claim the money... they are usually received as a lump sum or in multiple annual payments, but you could also hold the lottery winnings in a trust. It has some tax advantages over the other two but I don't think its the best idea if your gonna wanna spend some money ;D

They treat their lottery winnings the same way they treat the money they already have. If a winner is money wise and thrifty then most of it will be invested in sound investments. if a winner has financial problems then that person will continue to have financial problems and blow every dollar they win. More money does not solve financial problems. Identifying the cause of financial problems and correcting the cause is what works over the long run.
