This is probably a meaningless question, because even before there was civilization, people were making art. It's something that human beings do.

think cave paintings started as a 'manual' for others for lack of written word, later on, with the romantic notion of the sublime, art could've been interpreted by a notion of showing humans to be humble in their insignificance compared to nature. oscar wildes quote: life imitates art is often interpreted as art showing humans to appreciate beauty in real life (you see a pretty picture of a night sky and you start to look for the same beauty outside and there it is)
