A track with a raised outer edge is called a banked track or a banked turn. The design speed (v) is √(r×g×tan∅) Example: ∅ = 5°, tan ∅ = .08748 Design velocity for 5° = √(400m×9.81m/s²×.0874) = 18.529m/s The track would be a Velodrome (bicycle race track).

A circular track is uncommon and at 400m radius this one is gigantic. It might be called a "bowl" to differentiate it from a banked track. A velodrome uses an oval track of 333 or 400 m total length with steep bankings on the turns - something like 40 degrees is usual. 5 degrees wouldn't touch it for a velodrome but on one this size it might be feasible
