There are hundreds of variables here. Some federal jobs require no degree at all. It really just depends on the agency you want to work for and what their hiring requirements are. Go to usajobs.gov and do some research. You might be surprised to learn that almost all federal jobs (barring a few) do not require ONLY a degree--but will hire people with EITHER a degree OR the requisite experience in the field. The FBI does hire college degreed people to be agents, but not always. And as for "exciting" jobs, that's hardly ever a factor in federal jobs--most of them are not exciting at all. But pay and benefits are decent.

Criminal justice, and law in general. Don't go to hard on the degrees though. Federal agencies generally get their employees from people who climbed the ranks. Get a 4 year degree in law and criminal justice, and become a police officer. Be the very best.

Don't you think it would depend on what your JOB would be? The FBI has accountants, lawyers, scientists, and more.
