The Roman Empire was itself a nation (country). We call it "Rome" or "the Roman Empire". The territory ruled by the Roman Empire includes the territory of many modern-day nations, and what territory the Roman Empire ruled varied considerably over time. http://www.ict.griffith.edu.au/wiseman/Roman/19Maps.html
