you need to get codes out of the car. since its an 89 you need to Jump connector terminals in the OBD connector under the hood. This will cause the ABS light to flash (flash Diagnostics). You need to count the flashes then refer to a Code List to Diagnose the problem. Don't guess to why its on because you could easily over look the problem. for the ABS light It could be a bad Wheel Speed sensor, vehicle speed sensor, air in the abs module,Bad Module, broken wire, blown fuse. I have even seen abs lights turn on because somebody installed a 1 contact brake bulb in a 2 contact socket, shorting the circuit. You need to bring the car to a professional to look at.

Every dodge truck in that era had those lights on constantly. It was a factory defect. Don't worry about it. Put electrical tape over the part of the dash with the lights. Another defect is the fuse panel falls down by your leftleg. Super annoying.

Either your calipers are worn, your pads are worn or you have your parking brake on. Good luck!
