This backend refers to several issues. Early on in the implementation, the site was not verifying income eligibility for tax credits or subsidies. I think they just "punted" on that issue leaving it to the IRS to sort it out next year when people file their tax returns. Another issue is that the website is not correctly electronically distributing enrollment information to the insurance companies leaving them to verify what applications they have received by manually processing each one. Yet another issue are that the payments of an applicant's federal tax credit or subsidy is supposed to be forwarded to the insurers. That part of the system does not seem to be working at this time.

The backdoor errors are basically related to a mismatch between the health insurance platform and the data hub that stores all the applicant information. While the federal authorities maintain that these errors have now been fixed, some people are still complaining about encountering them.
