I don't see why not. Make sure it charges and all, then sell it, or take back the one you bought. You normally have three days to do so.

open the phone up and place in a container of rice- leave it in for a day - but do not eat the rice ~! the moisture will be drawn out ~!!

Litmus paper does not detect water, Litmus paper is tells if a liquid is acid or alkaline, water is neither, besides if it had paper it will dry out. Phones do not have water sensors, the give away that they have been in water is the water marks inside and the corrosion. They can take a few days to corrode
