You should ask the bill provider to explain it. It may be a mistake but only they can confirm it.

John, I had the same charge - just called Cleco power and they stated that the fuel charge is for the fuel the company uses to make the electricity. The energy charge is the amount of kWh I used during the month. Fuel charge = company production, energy charge = customer usage. Hope this helps you.
